The digital whitepaper in June makes strong arguments for making digital access a 'guarantee' - it's like universal access to the postal service.
It's about full digital particpationa nd access - broadband is a key part of this - and there needs to be a minimum level of digital inclusion.
It's about empowerment and education.

Stuart Purvis from Ofcom talking about the "Best kept secret in Digital Britain" The Three Pillars of Digital Participation #digifuture
Ofcom took on Action 22 in the Digital Britain report which is about digital participation.
They decided to make a 'consortium' to work on a nationakl plan for digital particpation - there are 3 'pillars':
The Three Pillars are "Digital Inclusion", "Digital Life Skills" and "Digital Literacy" #digifuture

It's about individual and collective action to make progress and Government has pledged £12m to make this happen.

There's a lot going on and it needs more coordination especially for the 17m adults who are not online. The consortium will innform and inspire people who need supporting on their 'digital journey' [why is everything a journey - let's try different story archetypes!]

There are a number of activities being coordinated - get online week for example and the work of UK Online, there are also pilots in the 3rd and Voluntary sector.
He mentions the pilot in the W Country associated with the Digital Switchover.
The 'National Plan' for digital participation will be published in the Spring.
Digital Outreach programme through the voluntary & community sector, being trialled in the South West Region #digifuture
"Most of us here probably take for granted the benefits of digital technology but many people don't." The role of education and lifelong learning is key in this.
